The city is rocked by a series of brutal murders. All the victims are women of lose character or prostitutes, and all have been brutally slain. Inspector Arjun Dutt is assigned this case, and he launches an investigation. The only clue is part of a photograph. Arjun concludes that these murders are being committed by a young man named Vikram alias Devendra. Arjun's superiors do not agree with him, and fault him. His superiors also find out that Vikram was Arjun's close friend, and both were rivals for the same woman, Kiran. The point to ponder is why would Arjun want to accuse Vikram, a man he has known since his college days, of these heinous crimes?

Anuradha is an orphan who has found a mentor in kind-hearted Mahesh Kumar Gupta. She decides to re-locate to the city and be close to him in Bombay. After a few misadventures, and being rescued by a gallant Kishore, she settles down with Gupta, who would like her to marry his son, Raj Kumar. Dr. Gupta has an accident one night, injuring a woman named Geeta and brings her home to recuperate. He teaches her how to mingle with high society, dress and eat properly, and ensures the education of her son. In return for his decency and compassion, Jyoti prepares to marry Dr. Gupta. When her father arrives for the festivities, he recognizes Mukesh.

When Sunita, a middle-class girl, marries Prem, a rich man, she is ill-treated and not respected, as her father is unable to pay dowry. She must now find a way to regain her self-respect in the house.

Childless Malti is married to a honest man, Kailash Nath, who one day brings home a newborn baby boy and asks her to take care of him. Malti names the boy Ashok, and brings him up as her very own. A dying Kailash informs Malti that Ashok is Devki's, his first wife's son, and makes her promise that she wil continue to love Ashok as her own, which she does, and Kailash passes away. When she returns home she finds out that Amar is missing, possibly drowned. She blames this on Ashok and starts hating him. Sheroo escapes from prison, abducts Inspector Om and holds him prisoner, whipping him regularly.

Razia Sultan is 1983 Urdu film, written and directed by Kamal Amrohi, and starring Hema Malini, Parveen Babi and Dharmendra in lead roles. The film's music was provided by Khayyam, with lyrics by Jan Nisar Akhtar and two songs by Nida Fazli who walked into the project when Akhtar died. Some songs were sung by Lata Mangeshkar, including classics like, "Aye Dil-e Nadaan".
