One half of the movie follows a guy named Sam and his friend Gus. Sam gets scratched by a radioactive cat in a fight with some wacky drug addicts and achieves amazing super powers. He then puts on a stupid costume and decides to fight some bad guys using his new powers, including a crazed priest named Cheever. The other half of the movie is a about a whole bunch of Asian people that are just beating each other up for no reason, including a tall guy with an eyepatch and a woman that looks like a man. They have no real purpose in the movie, and seem to just be throw in.

Sam (Catman) and Gus are back to work in this movie. With Cheever dead, his old gang needs a new leader, so by having some random people beat each other up, they discover this big tall guy who only wears fatigues and seems to be strong so they make him the leader. Later on, some CIA agent finds out that some woman affiliated with the Cheever gang has a nuclear starter or something and will only give it up for a lot of money. Sam and Gus then go on a mission to get it back and save the world. Like the first in the "Catman" series, this movie also includes various scenes of Asian people beating each other up for no real reason. In this movie, the Asian guys actually speak of Cheever at one point (providing a minor link between the two plots), but that's really about it.

Buddy and Bob, two gang leaders in Germany and Hong Kong, have joined forces to run a successful syndicate to smuggle drugs, arms and gold around the world. But when Buddy is killed during the escalating gang warfare, Bob has another enemy to contend with - Interpol; they bring in a team of top-ranking police officers to break the syndicate apart. Bloodshed is unavoidable before the sun rises...
