This is director/martial arts star Frankie Chan's unofficial remake of the Kinji Fukasaku film SHOGUN'S SAMURAI (1978). Instead of Japanese samurai in a period setting, we get modern day Chinese gangsters battling each other for the position left vacant after the mysterious death of their head honcho.

Tuba is a fainthearted cop who prefers to play in the brass section of the police band to pounding the streets. One day, he finds himself caught up in an extortion case with trigger-happy detective Rambo Chow. When Rambo gets fatally wounded, he makes a half-hearted vow to avenge his death. Tuba is more than a little surprised when Rambo's spirit returns to make sure the timid cop makes good on his promise. Backed up by his hotshot partner Cheung, Tuba eventually summons the gumption to track down the baddies.

In ancient China, Emperor Yang is a tyrant who executes his ministers and neglects his people. Li Yuan, his loyal cousin, refuses to rebel against him until Emperor Yang's actions become unbearable. Li's son, Li Shimin, advises his father to raise an army against the emperor. After a successful revolt, Li Shimin becomes the Crown Prince of the new Tang Dynasty. During the Tang Dynasty, Emperor Taizong favored his concubine Wu Meiniang. She fell in love with the crown prince Li Zhi, and the emperor asked her to become a nun before he died, with the promise that Li Zhi would bring her back to the palace in three years. Wu returned as the Empress Dowager and eliminated her rivals. After Li Zhi's death, Wu continued to control politics, even deposing his successor, Li Zhe, and proclaimed herself as the first female emperor, changing the name of the dynasty to Zhou. With the help of loyal ministers, Li Zhe was eventually reinstated, and the Tang dynasty was restored.

In 1949, Hu Yixiong fled to Hong Kong as a refugee from Chaozhou. He saves a girl named Ayu and becomes embroiled with gangsters. He joins his fellow townsman Lin Si in the cigarette trade and forms a brotherhood with Lin Si and his partner Fei. After many battles with his enemies, Hu Yixiong is injured and becomes known as "Lame Hero". He designs schemes to get revenge, earns the trust of Lin Si and Fei, and manages the cigarette business. Hu Yixiong meets and marries Chen Gu Niang, and they gain power in the criminal world, forming alliances with the police and others.
