Ko Ming Chung, a wildly popular movie actor is having an illicit affair with similarly popular thespian Ai Ling. Though Ming Chung's wife quietly puts up with this infidelity, so long as he does not try to leave her, Ai Ling's spouse is less forgiving, a middle-aged oaf prone to violence. When the tabloids get wind of the liaison, the two secret lovers find themselves headline news throughout the colony. Ming Chung's wife soon starts to mount a media blitz, painting Ai Ling as a husband-stealing, home-wrecking shrew.

The Red Flower Society infiltrates the Qing court, and Emperor Qianlong goes to Jiangnan disguised as a commoner, where he meets and takes in Kong Kong as a maid. They meet Fang Shiyu and are introduced to the leader of the Society, Han Tianchou. With the help of the White Browed Taoist and others, Han intends to overthrow the Qing dynasty, and Qianlong must investigate. Meanwhile, Muslim princess Ma Xianglei seeks Han's help to retrieve the Quran stolen by Qianlong. Xianglei and Qianlong develop mutual feelings, and so do Shiyu and Kong Kong, but they face many obstacles. Ultimately, Qianlong succeeds in dismantling the Society, but Xianglei is murdered. The culprit incites more conflict to harm Qianlong, who vows to avenge Xianglei by finding the true killer.

Although originally slated for 13 episodes, each standalone story explores eerie undercurrents of everyday life. Highlights include a couple discovering a corpse in their apartment, a schoolteacher uncovering the unsettling truth about her hosts, and a strained summer romance influenced by a mysterious housekeeper. "13" mixes black comedy with Tam’s iconic strange flair, creating a thought-provoking exploration of the bizarre hidden beneath the surface.
