The band of sentient rats from the first film return, and are tasked with protecting the Noah's Ark Toothbrush, an ancient artifact containing the DNA of every living creature on Earth, and keeping it out of the hands of the intergalactic marauders known as the Cat Police.

A group of minor bank robbers gets more than they bargained for when they come into conflict with an army of sentient rats. Hilarity ensues when the rats, too, realize they are in over their heads, as a feline conspiracy reveals itself.
