When a rare species of butterfly is found in a mysterious valley in Japan, a pair of entomologists go to investigate and find more. They discover Varan, a giant monster, who decides to leave the valley and head straight for Tokyo.

Kamen Rider Duke: Ryoma Sengoku continues his research of the Sengoku Drivers along with Takatora Kureshima. Takatora thinks that the lives of humanity was the number one priority, however Ryoma disliked his way of thinking increasing the production with cost as the main priority than efficiency. The pair soon find a helpless infant monster that Godzilla must adopt and learn to raise as one of his own.

Togashi, the leader of Togashi-gumi, boasts enormous power. The leader of the Ryuokai is sent to prison because he distrusts him who controls the town, and a mysterious man who calls himself Takishima appears in front of Shinshiro who becomes the leader of the group.
