A UFO arrives on Earth and re-animates corpses in a cemetery. One of the zombies, a little girl who died during a kidnap attempt, orders the zombies to destroy her murderers before they can harm another child. This must be accomplished before it is time for her to leave in the spacecraft.

The leader of Satan Organization creates a new syndicate, Desmoron, which sees the total destruction of the world with General Scorpion in charge. Chen Ying-Jie, a man who saw one of their victims, is hunted down by the syndicate and after his parents are killed and himself badly wounded, the Super Riders save him by transforming him into their newest member, Super Rider V3. Now a superman, Chen now seeks revenge on Desmoron with the fate of the world on the balance.

Tang Zhi-Wei is kidnapped by Satan Organization, a syndicate with the plan to conquer Earth, and is saved by Dr. Guo Dong before he could be brainwashed. However, Tang's body had already been transformed so he could turn into a superman at anytime, and Guo Dong informs him that he and another young man, Hong Zi-Qiang, are now the Super Riders. Tang and Hong meet each other and begin to battle with Satan Organization's minions and elite members, Magic Queen, Dr. Death, and Hell Ambassador, who seek the GX Formula to dominate and control the world.

The plot is set in a post apocalyptic Junkyard where people take refuge from authority and are able to practice their fantasies and fetishes without being stopped by the police. These people are led by Emanou who is a sort of Messiah, who promises music rather than salvation.

A theatrical release of The Return of Ultraman episodes 13-14.
