A nuclear explosion in the far north unleashes Gamera, the legendary flying turtle, from his sleep under the ice. In his search for energy, Gamera wreaks havoc over the entire world, and it's up to the scientists, assisted by a young boy with a strange sympathic link to the monster, to put a stop to Gamera's rampage.

After the Armor Heroes united to seal up the Dark Forces Monsters, the city regained its peace and happiness. Since Monster Ten was not successfully sealed up, Mei Zhen found Zi Yang, hoping that when danger and difficulty arises, Zi Yang would be able to seal up this last monster and would completely eradicate the forces of darkness on earth. An independent group of researchers called the Godzilla Prediction Network (GPN) actively track Godzilla as he makes landfall in Nemuro. Matters are further complicated when a giant meteor is discovered in the Ibaragi Prefecture. The mysterious rock begins to levitate as it's true intentions for the world and Godzilla are revealed.

The special opens with Tachibana Tōbei taking some children to a Kamen Rider roadshow. Just as he's reminiscing about all the heroic modified humans he's lived alongside- Ichigō, Nigō, V3, Riderman, X, Amazon, Stronger and Tackle- the first seven Riders gradually show up to greet him in their human guises, unrecognised by the crowds. When it's revealed that the kaijin onstage are 'real', not actors, the Riders transform to save the crowd and Rider actors, uniting their power to defeat the Delzer Army's true leader, Great General Darkness in his hideout beneath the stadium.

Rinne, an agent of Judge Sword, sneak into Hakuai Academy to investigate a rebel group President. Rinne hates the President because her father was killed by the President when she was a child. She meets Toru, a drug dealer, then the battle with “Tusk of Black Tiger” begins.

Reporter Goro Maki stumbles upon scientists conducting weather experiments on Sollgel Island in the South Seas. He discovers the island is inhabited by giant mantis and a woman named Saeko who's been cast away since the death of her father. The pair soon find a helpless infant monster that Godzilla must adopt and learn to raise as one of his own.
