A long time ago, there was a war between the Evil God and the Dragon God. While at the beach Arale Norimaki rescues a shark. In return, the shark invites her and the rest of the Norimaki to their underwater city. Meanwhile, Suppaman intends to follow them and get revenge. While in the city, Arale meets Urashima Tarō, who joins Arale while playing at the amusement park.

While enjoying the many facilities, such as the arcades and hot spring baths, they all end up falling into the clutches of Vandora, a female vampire who intends to feed off them.

He makes an android at any point similar to Arale, except for her character that is somewhat different. He gives the name "Abale" to this android. In spite of itself, Abale will successfully contain an alien invasion.

The highlight of the film is a high speed chase scene with an angry Lum flying after the mysterious Ruu through the city at night and into a hall of mirrors (and illusion ). Ataru's true feelings for Lum are probably more obvious in this film than any of the others.
