Two Ming patriots spend their days helping the weak and rescuing damsels in distress. This alum gets them in trouble, though, as they are captured and then volunteered to go after the fearsome Dragon Gang, a tribe of bandits that have been terrorizing the land. They must fight their way through the ranks, including a Taoist monk and his nearly invulnerable "demon," before they can finally face off against the beautiful and sinister leader of the Dragon Gang.

A group of camouflaged ninjas stealing a small case of plutonium from a transport vehicle in broad daylight in California. Back in his office in Sanzhi, Taiwan, The Colonel (Bo Svenson) receives word of the heist and the top suspect is the Sakura family. Selected for the job of locating this stolen nuke material is Mai Lin (Page Leong), an informant/dancer. Willi (Jay Roberts, Jr.), a drunken American playboy who is prone to playing the harmonica teams up with Mai Lin. Willi also just happens to be a white ninja.

Osaka was the the site of Expo ’70, and among the most memorable elements of the event, standing to this day, is the "Tower of the Sun", a 70-metre-tall sculpture/building envisioned and designed by renowned artist Taro Okamoto, who some call “the Japanese Picasso”. This film is a theatrical adaptation of "TAROMAN", a tokusatsu series re-envisioning Okamoto's most famous pieces as surrealist superheroes and villains, with Ultraman-like TAROMAN, based on the Tower itself, at the forefront of it all.
