Rocky and Bullwinkle have been living off the finances made from the reruns of their cartoon show. Boris and Natasha somehow manage to crossover into reality and team up with Fearless Leader, an evil criminal turned media mogul with some evil plans up his sleeve. Rocky and Bullwinkle must stop the three of them before they wreak havoc.

In front of a girl with the traditional Japanese hairstyle, a small man on a desk says, "women descended from tobacco." The girl laughs at him and traps him under a glass. The angry man puffs on a cigarette in a pipe and blows smoke at the girl. The girl takes the cigarette from the man and puts it under her book. When the man threatens her with a gun, the girl throws the cigarette into the yard. The man becomes really angry and tries to shoot her, but the gun does not fire. In the end, the man starts telling her about the beginning of tobacco. According to the 1926 film censor record, the original one reel version had a total length of 174 meters and lasted 6 min. While incarcerated for murder, cartoonist Jack Deebs found escape by creating Cool World, a series featuring a voluptuous femme fatale named Holli Would. But the artist becomes a prisoner of his own fantasies when Holli transports Jack into Cool World with a scheme to seduce him and bring herself to life. Hard-boiled detective Frank Harris – the only other human in Cool World – cautions Jack with the law: Noids (humans) don't have sex with doodles (cartoons). However, flesh proves weaker than ink as Holli takes human form in Las Vegas, staring in a trans-universal chase that threatens the destruction of both worlds.
