Fumio Yamadai (Hakuryu), the third-generation boss of the Tanba-gumi, has built the organization into the largest and most powerful in Japan. Sagara (Kazuyoshi Ozawa) of the Natsume-ikka—a family under the Tanba-gumi umbrella—expands his influence by leveraging the authority of Gono (Shiro), a Tanba-gumi senior lieutenant and boss of the Gono-gumi. This leads to a conflict with Kanamori, another senior lieutenant of the Tanba-gumi. Eventually, Gono’s power grows to the point where he threatens the Tanba-gumi itself, sparking friction with the organization's underboss, Ushikubo (Hitoshi Ozawa). This situation escalates into the most significant expulsion incident in the history of the yakuza underworld.
