The atrocity was committed by an unassuming seventeen-year-old stable boy named Alan Strang, the only son of an opinionated but inwardly-timid father and a genteel, religious mother. Mike is the horse and is owned by Speck and his best friend Jimmy, together they have a paper route, on which they deliver papers to customers via a wagon pulled by Mike. Recently a horse track has been built in the area and attracts horse breeder and racer Colonel Whiteny. He takes out a subscription for delivery and meets Mike and Speck & Jimmy. Clever Jimmy talks both the Colonel and Speck into taking on the Colonel's pure bred race horses at the track with comedic results.

Bob Hamilton gets into trouble when crooks cause the defeat of his father's horse in the Derby, and it is reported he is in with the crooks. The old man disowns him and his sweetheart, Patricia , breaks their engagement. So Bob and "Skipper", the also-suspected trainer, head for the western tracks, taking with them the horse Hamilton Senior forced them to buy, determined to make good and prove they are on the level.

"Ma" Ryan, who runs a burger stand at the county fair, asks daughter Loretta to put a bet on a horse that Loretta's boyfriend Tommy is riding. Unfortunately, Loretta mistakenly places the bet on the wrong horse. When she discovers her error she tries to get the cashier to exchange the ticket for the horse she wanted, but the cashier refuses. Peter Brennan, standing in back of her in line, buys the ticket for the horse Loretta wants and then exchanges it with her. It turns out that Peter is from a wealthy family that owns racehorses, and Peter is a horse trainer himself. He soon begins to fall for Loretta, and Tommy doesn't like it one bit. Complications ensue.

Ragtime is a miniature pet horse and the kids love him. But villains Sam and Lester think Ragtime can be their meal ticket. They kidnap the horse for ransom. Ragtime out-smarts the bad guys who are then happy to be hauled off to prison.
