Tilt is the story of a precocious young girl who is a pinball wizard. Because she does not get on with her parents, Tilt is contemplating running away from home. Because the gambler is unaware of Tilt's pinball wizardry, he is easily hustled out of his money. Because Neil needs money for a demo tape of his songs, he has an idea of taking Tilt with him and having her hustle would-be gamblers.

A young girl is travelling to London to find work. Arriving at the station, she meets a man who has been stabbed by a member of a gang of crooks involved with greyhound racing. After the Civil War, a southern boy, aged 12, runs away from his foster home, wanders the countryside, and meets various odd characters along the way, including Milo, a mysterious drifter who may or may not be the vengeful "Fool Killer" of folklore.

After New York City firefighter Terry Lynch is unable to receive any compensation for an injury incurred during the off-duty rescue of a young girl, he grows suicidal. Furious, his brother Jimmy attempts to have Mayor Tyler intervene, but the corrupt politician instead denounces Terry as a drunk. Determined to get justice, Jimmy begins a graffiti campaign of embarrassing slogans mocking the mayor, which soon captivates the city.
