She takes a shortcut through an alley after her taxi gets stuck in traffic, only to encounter a monster and two policewomen fighting it. Later, she meets their chief, Rally Cheyenne, who, it seems, has been expecting her, though Katsumi has never met her before. The policewomen want Katsumi to help them fight the monster, but Katsumi, who does not want to believe in magic, resists.

The special takes place during the two year before the Straw Hats reunite on Sabody. Luffy is currently in Rusukaina training to get stronger to take on the New World. However the training is interrupted when Hancock's sisters, Marigold and Sandersonia, are kidnapped by the Byrnndi World, a pirate who was locked away on Level 6 of Impel Down but escaped during Luffy's invasion to save Ace, in order to lure Hancock to him and use her as a hostage against the World Government due to her Shichibukai status. A peace treaty between the Earth and the Black World, a parallel universe of demons, is coming to an end. It has been six months since the tragic accident in Joe and Rikiishi's fight. Joe believes he has overcome Rikiishi's death and decides to make a comeback. The champion, Tiger Ozaki makes use of Joe's habits and ends up making Joe's corner throw in the towel. Joe is afraid to throw punches at the face because of what happened to Rikiishi. Youko, Joe's love interest and the owner of the gym where Rikiishi trained at recruits a world ranked boxer from Venezuela, Carlos Rivera, to get Joe back on his feet and pursue his boxing career to the regional and world ranks.

When Honey's uncle gets kidnapped by the evil criminal gang known as "Panther Claw," she must use her magical powers of transformation to save him. Meanwhile the same crime group has been responsible for a number of other crime sprees across Tokyo. In the process, Honey teams up with the seemingly cold police woman Natsuko Aki and hot shot journalist Seiji Hayami as well as battle the four "claws" of the Panther Claw gang to save her uncle and the rest of the city.
