The four constables Emotionless, Iron Hands , Life Snatcher and ColdBlood are specially skilled in their own individual super powers. When the four constables of the Divine Constabulary investigate a murder in the suburbs, they unexpectedly stumble on clues to the murder of Emotionless's family 15 years ago.

A roadside bandit reluctantly agrees to become the muscle for a traveling gambler/cheat. In an attempt to steal from traitorous warlords, they get involved with rebel fighters who hope to use the riches to fund their revolution.

While investigating noises in his house one balmy Texas night in 1989, Richard Dane puts a bullet in the brain of a low-life burglar. Story is about how a revolutionist, played by Cheng Pei Pei, taking on the identity of a Captain's (Ou Wei) long lost sister who is actually dead.
