A hapless talent manager named Danny Rose, by helping a client, gets dragged into a love triangle involving the mob. His story is told in flashback, an anecdote shared amongst a group of comedians over lunch at New York's Carnegie Deli. Rose's one-man talent agency represents countless incompetent entertainers, including a one-legged tap dancer, and one slightly talented one: washed-up lounge singer Lou Canova, whose career is on the rebound.

A woman he's been dating drops him, as does his agent, her brother. James turns down roles in local TV, roles that make him sad. Pello, a bank branch manager, is arrested on charges of embezzlement. Abandoned by his superior (who got him involved in the heist), Pello escapes from the court room and goes on the run. With no papers, no money and no family or friends he can trust, he changes identity so that he can stay undercover for a time. By chance he ends up hiding in a building that has been occupied by a group of people evicted from their homes who are fighting his bank. Pello gains their trust, all the time planning to steal money from them to pay for false documentation so that he can escape abroad and start a new life.

Recently widowed well-to-do Laura Henderson purchases the Windmill Theatre in London as a post-widowhood hobby. After starting an innovative continuous variety review, which is copied by other theaters, they begin to lose money. Mrs Henderson suggests they add risqué burlesque acts similar to the Moulin Rouge in Paris.

The film mainly consists of various, often grotesque episodes. There is also a frame story from which the episodes are derived. However, the connection between the frame story and the episodes is very weak. Many episodes revolve around surveillance and security. In the frame story, insurance agent Erich and Richard are stuck together in an elevator that is unusually large for an apartment building (about 3x3 meters). While Erich wants to get out as quickly as possible, Richard isn't actually in any hurry, as he seems to live in the elevator.

A variety-style show designed around Frankie Howerd, featuring musical guests, comedic monologues, and his characteristic interaction with the audience, promising a "star-studded" feel despite his ironic complaints about the lineup.
