The dead body of a young man who was kidnapped is found, the police looks for the kidnappers as a web of corruption its uncovered in the police department.

Two FBI agents investigating the murder of civil rights workers during the 60s seek to breach the conspiracy of silence in a small Southern town where segregation divides black and white. The younger agent trained in FBI school runs up against the small town ways of his partner, a former sheriff.

In Seattle, detective Quentin Conners is unfairly suspended and his partner Jason York leaves the police force after a tragic shooting on Pearl Street Bridge, when the hostage and the criminal die. During a bank heist with a hostage situation, Conners is assigned in charge of the operation with the rookie Shane Dekker as his partner. The thieves, lead by Lorenz, apparently do not steal a penny from the bank. While chasing the gangsters, the police team disclose that they planted a virus in the system, stealing one billion dollars from the different accounts, using the principle of the Chaos Theory. Further, they find that Lorenz is killing his accomplices.

Adrienne assists him in contacting the police, who arrive in time to capture Gascoyne and his gang. Badly wounded, the colonel confesses that Adrienne has been his innocent dupe, whereupon Larry happily takes her to his heart.

When a deported gangster dies in Italy, the U.S. Treasury Department is very interested in the one million dollars Madigan owed the government, but managed to take to Italy with him. They send Agent Jason Phister over to Italy to nose out the million. His criteria for the job is that no one would ever guess he's an agent of the United States government.
