Hancock is a down-and-out superhero who's forced to employ a PR expert to help repair his image when the public grows weary of all the damage he's inflicted during his lifesaving heroics. In the Headquarters of the T.I.A. (Terminal Intelligence Agency), someone has stolen Professor Bacterio's most dangerous invention, the D.O.T. (Demoralizer of Troops), an artifact that ends up in the hands of a very short, wacky dictator who is ready to use it for criminal purposes.
