After the defeat of their old arch nemesis, The Shredder, the Turtles have grown apart as a family. Struggling to keep them together, their rat sensei, Splinter, becomes worried when strange things begin to brew in New York City.

This doesn't sit too well with Dagwood. Blondie's sister comes to visit, and Dagwood is put in a compromising situation with another woman.

Mr. Dithers invites the Bumsteads on a South American cruise. Somehow Dagwood winds up as the female drummer in the ship's band, while Penny Singleton gets to show off her Broadway background in some lively musical numbers.
