Assigned to recover sensitive stolen data, a gruff FBI agent goes undercover as a kindergarten teacher, but the school's liberal, politically correct environment is more than he bargained for.
An ordinary man (played by Tim Morton) lives a dull life till his friend Chet (played by Jimmy Kustes) comes over to stay for a few days. His friend ropes him to various schemes and generally makes a bunch of faux pas. His girlfriend (played by Johanna Sims) mostly runs around without alerting him of her whereabouts. He escapes his dull day-to-day existence by watching the TV show New Cops and dreaming various scenarios involving him being the President of the United States and Chet serving as his adviser. Chet recommends they hire detective Flaherty (played by David Maloney) to investigate a book heist at the local library.
The plot concerns a female press agent who must select a "Mr. Manhattan" and "Miss Brooklyn" for an ad campaign mounted by a soup company. The Mr. Manhattan chosen is a singing soda jerk, who doesn't want to play along until he is given the honor of choosing his own Miss Brooklyn.

Ed enacts such memorable characters as Cauliflower McPugg, Clem Kadiddlehopper (teaching Pedestrian Polo), Willie Lump Lump (showing how to make a salad), Deadeye, and BBC newscaster Lord Beaverhead. You'll also see rare clips from rehearsal show with Martha Raye, with uncensored ad-libs and goofs never aired on TV, and the classic blooper that occurred when an onstage cow contributed its own unique "ad-lib."
