Ripley is now an ordained minister and owner of the Chapel of Love. He's on a search for the prize that will bring him untold riches - the Jules Rimet trophy. But when glamorous Kitty De-Luxe is jilted at his altar, Ripley falls hopelessly in love.

New York, 1929, a war rages between two rival gangsters, Fat Sam and Dandy Dan. Dan is in possession of a new and deadly weapon, the dreaded "splurge gun". As the custard pies fly, Bugsy Malone, an all-round nice guy, falls for Blousey Brown, a singer at Fat Sam's speakeasy. His designs on her are disrupted by the seductive songstress Tallulah who wants Bugsy for herself.

Carola Lorm, a celebrated revue star from South America, is not thrilled that her daughter Barbara wants to marry a young man from Hamburg. When Carola follows the runaway couple to Germany, she also gets caught up in an intrigue involving drug smugglers. But with the help of an amorous detective, she is able to put a stop to the scoundrels and trick the ossified father-in-law into changing his mind.

Lulu Monahan, the press agent for John Barrymore, is attempting to get a sponsor for a radio program. To that end, she and the agent for bandleader Kay Kyser, plant a story that the great Shakespearean actor, over his heartfelt objections, will teach Kyser how to play Shakespeare, which isn't the same as playing Paducah, which soon becomes evident.

When a loud and obnoxious group of boys intrudes on their holiday, the girls are horrified to learn that the boys have the same vacations plans as them. The two groups quarrel with each other and compete over a number of things, but gradually an attraction starts to form.

But through her smiles and picturesque tasks, there's a suppression. Sam’s grown something she can no longer contain.
