In lawless storm ravaged New Orleans, eleaguered Detective Sean Riley is trying to cope with the death of his young son and the abandonment of his wife. Facing a probable suspension from the department, Riley is teamed with a young homicide Detective, Will Ganz, to help solve a series of brutal murders that have plunged the city into a major gang war. The two quickly realize there is something far more sinister going on than either could have ever imagined.

Shinjiro, who runs a humble detective agency using a coffee shop in a certain town as his office, gets into trouble at a dark gambling den and is forced to take on a troublesome job by Kyoichi, an executive of the Kasahara clan, a yakuza gang he knows well. The task is to investigate an arson case that is suspected to involve the Chinese mafia Barretto, with whom the Kasahara-gumi has a rival gang. In addition, Shinjiro is asked by Michiko, whose Filipino parents were deported in the past, to search for her best friend, a Kurdish woman who mysteriously disappeared. However, as he pursues the two cases, he finds himself caught up in a war between two huge underworld organizations.

He has saved many a girl from blandishments of pimps, makes customers pay up and women play straight. So he is called 'the woman's police-man' and he takes his job seriously. One day, Chiyoko (Yukiyo Toake), a former hostess, comes to him. Her husband has been murdered and she wants help. The man had been a college classmate and Kagari decides to do what he can. In his investigation he overturns a whole nest of intrigue. Men he had thought irreproachable turn out to be corrupt; solid citizens are seen as the worst kind of scoundrels. Until now, Kagari has specialized in women and their problems. But, realizing the real state of affairs, he rolls up his sleeves for a good cleaning- up-at the same time discovering the murderer of his friend.
