Nothing in the world can make Garfield get involved in anything besides eating, until the muscular super cat Garzooka comes crashing into Cartoon World from the Comic Book universe with terrifying news. Garfield summons up the willpower to join his superhero Garzooka in a fight to save their worlds.

Astronauts Glenn and Fuji investigate Planet X and encounter mysterious aliens known as the Xiliens, who ask Earth's people to help save their world from "Monster Zero". In exchange for borrowing Godzilla and Rodan, the Xiliens offer a cure for cancer. As Glenn investigates, he develops a romance with Miss Namikawa and uncovers the Xilien's true intentions.

Mining engineer Shigeru investigates the disappearance and death of his fellow coworkers when prehistoric nymphs are discovered emerging from the mines. After an attack on the local village, Shigeru heads deeper into the mines only to make a more horrifying discovery in the form a prehistoric flying creature. Soon a second monster appears as the two converge in Fukuoka.

After capturing Claw, all the criminals have gone into hiding. Until Claw escapes! Gadget thinks he will get the case, but everyone else has other plans. In addition to the five Sentai teams, the film also features Shiro Izumi, who played Yūma Ōzora in Dengeki Sentai Changeman and Burai in Zyuranger, as Masato, a young man who witnesses the Emperor's weak point with his sister Ayumi. Masato and Ayumi also appear in Kamen Rider World, linking the two movies. The narration was provided by Hironori Miyata, the narrator from Dairanger.

When it's revealed that the kaijin onstage are 'real', not actors, the Riders transform to save the crowd and Rider actors, uniting their power to defeat the Delzer Army's true leader, Great General Darkness in his hideout beneath the stadium.
