After the Blood Wheel Clan slaughter a village, Hayate is able to convince his initially reluctant father to perform the transformation procedure on him, enabling him to become a birdman ninja known as "Arashi" to defend people from the Blood Wheel Clan. Hayate's father is later murdered by the Blood Wheel Clan when they discover his betrayal, but Hayate himself escapes and teams up with the Iga Clan to fight and keep the Blood Wheel Clan from taking over Japan.

22 years after the disappearance of his father, Wataru Kurenai lives in an infamous "haunted house" where he is destined as Kamen Rider Kiva to fight Fangires, a species of life force-draining vampires who can assume stained glass-like monster body that his father fought years ago before his disappearance. The story is split between Wataru in the present (2008–09) and his father Otoya in the past (1986–87), slowly revealing the link between the Fangire race and Kiva.

Nine universes of the previous Kamen Riders from the Heisei era are merging into one, something that would destroy all the worlds. The series originally starred by Vic Sotto stars Mark Herras as Fantastic Man with Ryza Cenon as her leading lady-turned sidekick Wena aka Fantastic Girl. The series refurbishes and reintroduces Fantastic Man as a crime-busting superhero. The series lasted for two seasons and had a special episode after the series ended.
