National Audit Bureau member Hajime Matsudaira (Shinichi Tsutsumi), Tadako Torii (Haruka Ayase) & Asahi Gainsbourg (Masaki Okada) travel from their homebase of Tokyo to the city of Osaka. Their mission is to discover any financial irregularities & to ensure the correct use of federal money in the Osaka city government. Their initial audits go smoothly, but things turn more interesting once they enter the Karahori shopping district - the area with a long history reaching back to the Meiji era.

Shoji, who moved to Tokyo from Tohoku, meets Daisuke by chance and hits it off. Hoping to make quick money, the two join forces with the yakuza and start a loan shark business, lending money at exorbitant interest rates. Shoji is strong-willed and ruthlessly collects from debtors, while Daisuke is timid and unable to be completely ruthless. Despite their polar opposite personalities, the two get along surprisingly well, and their loan shark business is going smoothly. One day, Shoji is approached by Narimatsu, the boss of a gang, who is like a leader to him, to join the yakuza. Meanwhile, Daisuke discovers that his girlfriend Maika is in debt. With the money from Narimatsu's gang, Daisuke and Maika disappear.

When poverty-stricken Korean-Japanese (Zainichi) discover there is valuable iron ore in the rubble of a destroyed shantytown they plan to haul it out for profit. Amidst this plan there is discrimination, war and an infatuation between a man and a woman, but like everything around them there and owing to the forces around them, there is as much chance that these may burn to ashes and be destroyed or be the beginning of something new.
