The Underground Empire Badan makes its move, intending to invert the world. Kouta and Mai are pulled through one of these inversions where the discover a boy named Shu, who also holds the power to invert the world. As the Riders fight to protect Shu, Fifteen appears again, seeking Shu. As Kouta flees, past Riders gather and fight one another, split between the Showa and Heisei era Riders. But, the truth of Badan is not as it seems…

The special opens with Tachibana Tōbei taking some children to a Kamen Rider roadshow. Just as he's reminiscing about all the heroic modified humans he's lived alongside- Ichigō, Nigō, V3, Riderman, X, Amazon, Stronger and Tackle- the first seven Riders gradually show up to greet him in their human guises, unrecognised by the crowds. When it's revealed that the kaijin onstage are 'real', not actors, the Riders transform to save the crowd and Rider actors, uniting their power to defeat the Delzer Army's true leader, Great General Darkness in his hideout beneath the stadium.

Kai Hyuga / Sharivan uncovers the existence of a spy from the Neo Madou organization. In addition to that Kai's friend, Seigi, becomes the new Space Sheriff Estevan. They must find the spy and stop a drug ring from shipping a pain suppressing narcotic called Hyper-M on Earth. But the new Space Sheriff must learn to trust his instincts and that not all is as it seems...

The story begins when the protagonist Hikaru meets aliens Lala, Prunce, and Fuwa while watching the night sky. She learns of the “Star Palace,” where the 12 Star Princesses of the constellations kept the balance of the universe until they were attacked. Lala is searching for the legendary Precure warriors to help find the 12 scattered “Princess Star Color Pens” and revive the princesses. When Fuwa is captured by an enemy, Hikaru wishes to save Fuwa, and a Star Color Pendent and a Star Color Pen appear to allow her to transform into Cure Star. From then on she works to collect the pens and raise Fuwa, who is the key to reviving the princesses.

A Gangler remnant, Ganima, captures Tyramigo and the other Kishiryu inside his safe! To save them, the Ryusoulgers engage Ganima in battle, however he starts to use the Kishiryu's own powers against them! Osaka was the the site of Expo ’70, and among the most memorable elements of the event, standing to this day, is the "Tower of the Sun", a 70-metre-tall sculpture/building envisioned and designed by renowned artist Taro Okamoto, who some call “the Japanese Picasso”. This film is a theatrical adaptation of "TAROMAN", a tokusatsu series re-envisioning Okamoto's most famous pieces as surrealist superheroes and villains, with Ultraman-like TAROMAN, based on the Tower itself, at the forefront of it all.
