Masaka Kubota plays high-school student Keita, who leads a secret life as a "network investigator" for a secret organization. In the introductory episode, Keita has moved to a new school in Tokyo but doesn't like it. His best friend from his previous school comes to Tokyo and they run away together. Passing through a construction site the pair are attacked by a robot, but are then saved by a man named Takimoto and his strange sidekick — a cell phone with arms and legs. This Buddy Keitai cell phone with "human intelligence capabilities" will go on sale in Japan in April.

An expedition in the South Pacific lands on a tropical island where the natives worship the mysterious deity Gappa. An earthquake opens up an underground cavern and a baby reptile is discovered inside. The natives warn the foreigners to leave the hatching alone, but they don't listen and take it back to a zoo in Japan. Soon after, moma and papa Gappa start smashing Tokyo looking for their kidnapped child.

The U.N.G.C.C. (United Nations Godzilla Countermeasure Center) recovers the remains of Mecha-King Ghidorah and construct Mechagodzilla as a countermeasure against Godzilla. Meanwhile, a giant egg is discovered along with a new monster called Rodan. The egg is soon found to be none other than an infant Godzillasaurus.

The Tomica Hero Grand Prix gets underway with the five Rescue Force members hoping to become the "Fastest in Rescue Force". During the race, Neo Thera joins in and tries to sabotage the other cars, leading to a nail-biting photo finish. The film consists of re-edited material from the original television series Ultraman. Episodes 1, 8, 26, and 27 were used for the film. They were narrated by Hikari Urano as an "Ultraman Documentary". Allegedly only one new scene was shot, and that some parts of the movie where shot in black and white for unknown reasons. The movie screened at the same time as the Toho movie King Kong Escapes.

While searching for Rei, Hyuga instead finds his Neo Battle Nizer and an entrance to the alien base made by Litra. Although the fake Ace was destroyed, Zero try to find an escaped but was halted by Seven and Ultraman impostors.
