A mystery-comedy with multiple backgrounds set in a back-stage and penthouse backgrounds finds actress Rita Witherspoon mistakenly entering the apartment of Ricardo Souchet, a rich bachelor. He immediately suspects her of a murder that has just been committed in the apartment next to his. His prisoner for the night, she slips out at dawn, after two more murders have happened.

War buddies Whitey and Skeeter have become safecrackers. On a job, Skeeter is surprised by the police and killed. Later Whitey discovers that the lowlife Mal is the police informer responsible for Skeeter's death. Whitey sets out to find his moll Kitty, hearing she has gone to the country to find peace and quiet he finds her in a small town. She is involved with bank clerk Fred Morton, so Whitey pretends he has found someone else too. When Mal arrives in town as the advance man for a con and he pursues Skeeter’s sister Evelyn, Kitty tells the story of her own criminal past to save her. Fred drops her, and Kitty tries to drown herself in the river. Whitey saves her life and exposes Fred as an embezzler.

A girl tends a garden planted with symbolic flowers: red roses for lust and white roses for love. Daddy Wisdom encourages the girl to cultivate the white roses instead of the red.

Jack Straw (Warwick) is an iceman who becomes a waiter to be closer to the girl (McComas) he is interested in. Later, to impress her, he impersonates an Archduke from Pomerania. A Count from Pomerania (Brower) who is the ambassador arrives and learns of the long-missing son of royalty. The girl's mother (Ashton) learns of the trick being played by Jack. Just when Jack is exposed as being a fraud, it turns out that he is the genuine article.

Katy Devoux runs a gambling-drinking joint in British Columbia. She is a fair-playing business woman, but is ashamed of the source of her income, so she has had her daughter Nona raised in the states. Jeff Bowman, an unprincipled scoundrel and business rival, arranges for her daughter to come to town in hope of bringing shame to the mother. He overplays his hand and is killed by Tim Reed, a faithful retainer of Katy's and in love with Nona. The plea is self defense.

Jack Temple (Washburn) adores his wife, Clara Temple (Hawley) but she is extremely jealous, and accuses him of flirting with a pretty woman in a department store tearoom. After Clara leaves, the woman follows Jack around the store even eventually onto the roof of the building and they are locked in by the night watchman and must remain on the roof all night. Jack realizes his wife will never believe this story, so he invents a yarn about visiting his friend John Brown (White) in a distant town. Clara suspects that story and contacts Brown, while Jack convinces a friend to impersonate Brown and come to his house, but the real Brown shows up too and things become complicated with the arrival of Mrs. Brown (Schaefer), the pretty young woman who caused all the trouble, but, after she introduces herself as one of Clara's cousins, all ends happily.

"Cappy" Ricks comes out of retirement to fight against a bill, sponsored by his old political rivals, that, if passed, would forbid the selling of wooden shingles for house-roofs. He also takes time, along the way, to smooth the rocky road to romance being traveled by Bill Peck and Barbara Blake.

Who Pays? was a series of twelve three-reel dramas, released between March and July 1915. Henry King and Ruth Roland starred in each episode, playing different roles each time, with a variety of supporting players who varied from one episode to another. Each episode told a complete and individual story, but they were all inter-related by a uniform theme. Although there were no cliff-hanger endings, each episode did, in fact, end with a challenge to the audience: Who was responsible for the misfortune of the principal characters? Charles Jackson, an American sea-captain and singing soldier-of-fortune, is arrested by the French Foreign Legion for running guns to the rebel forces in Morocco fighting against the rule of the French in north Africa. He is saved by Lili La Fleur, a singer/dance in a Morocco café and, through her, eventually becomes a hero to the Foreign Legion.
