The famous Pink Panther jewel has once again been stolen and Inspector Clouseau is called in to catch the thief. The Inspector is convinced that 'The Phantom' has returned and utilises all of his resources – himself and his Asian manservant – to reveal the identity of 'The Phantom'.

Kowalski works for a car delivery service, and takes delivery of a 1970 Dodge Challenger to drive from Colorado to San Francisco. Shortly after pickup, he takes a bet to get the car there in less than 15 hours.

A Molokai-based civilian pilot and an undercover DEA agent intercept a delivery of diamonds intended for druglord Seth Romero.
