A paranoid, secretive surveillance expert has a crisis of conscience when he suspects that the couple he is spying on will be murdered.

In a desperate attempt to make their voices heard by the government, two men and a woman, living in difficult circumstances in the Tin Shacks, take a diplomatic meeting with political officials, which turns into a hostage situation.
