Contemplative and almost without dialogues, the film shows the routine of inhabitants in a city: a young woman who lives alone; an eldery that lives in the street, next to the river; a police officer; customers in a bar; two students. Little by little, through flashbacks, the plot connects these characters.

After losing their parents in a flood at a young age, two brothers grow up to become a police officer and a lawyer, working with a local newspaper owner to help rid the city of bootlegging gangsters.
