During the final weeks of a presidential race, the President is accused of sexual misconduct. To distract the public until the election, the President's adviser hires a Hollywood producer to help him stage a fake war.

Nathan Algren is an American hired to instruct the Japanese army in the ways of modern warfare, which finds him learning to respect the samurai and the honorable principles that rule them. The story focuses on a veteran (the General) who served the military during WWII, Vietnam and the Korean War. He has quite a few alarming conceptions about warfare ("politics are the extension of war", “Civilians are as much the enemy as men in uniform”…) When he returns to his estate in Antwerp, he continues to live under the impression of being in command of his troops and hikes into the nearby woods fully armoured.

When a kindly priest is murdered while waiting at a street corner in a quiet Connecticut town, the citizens are horrified and demand action from the police. All of the witnesses identify John Waldron, a nervous out-of-towner, as the killer. District Attorney Henry Harvey is then put on the case and faces political opposition in his attempt to prove Waldron's innocence.

Dr. Richard Sturgess leads a team of compassionate doctors at a veteran's hospital. Along with Drs. Morgan, Handleman and Van Dorn, he fights to deliver adequate care to needy veterans in the face of funding cuts and a corrupt administration. To succeed, the staff may have to bend the rules and circumvent the villainous "Article 99," a bureaucratic loophole that prevents veterans from receiving the benefits they deserve.

The Spanish Civil War veteran and WW2 partisan Josip Crnković-Cloud faces eviction from his modest little house which is to be demolished soon to make space for new skyscraper. He tries to stop it in a legal way, but fails to break the shield of administrative bureaucreacy. He decides to use dynamite left from the war and simply blow out the house.
