A stoner and his dealer are forced to go on the run from the police after the pothead witnesses a cop commit a murder.

The two end up being a part of a madcap chase involving a check for a large amount of lottery money, pursued by Gen. Diehard and Rhino's ex-wife Rowena, who was the cause of the rift between the two protagonists.

Like the original film, the sequel is set in a near future where all drinking and drugs are banned except for on one glorious day known as The Binge. This year, that day happens to miraculously land on Christmas.
