The film gives the history of Venezuela from 1989 to 2004 and then explores some of the projects sponsored by the Bolivarian government, including the financing of cooperatives as a way of building the Socialism of the 21st century.

The documentary's title translates as "to be and to have", the two auxiliary verbs in the French language. It is about a primary school in the commune of Saint-Étienne-sur-Usson, Puy-de-Dôme, France, the population of which is just over 200. The school has one small class of mixed ages (from four to twelve years), with a dedicated teacher, Georges Lopez, who shows patience and respect for the children as we follow their story through a single school year.

Children have hollowed out pumpkins or mangelwurzels, a type of animal fodder turnip to make lanterns following a tradition in this part of West Somerset that coincides with Halloween. Punky or Punkie Night is thought to date from the turn of the 20th century or perhaps medieval times chanting rhymes and following a Punkie King and Queen.
