After the defeat of their old arch nemesis, The Shredder, the Turtles have grown apart as a family. Struggling to keep them together, their rat sensei, Splinter, becomes worried when strange things begin to brew in New York City.

Timid bank clerk Stanley Ipkiss discovers a magical mask infused with the spirit of the Norse god Loki. Donning it transforms him into an unrestrained, green-faced, cartoon-like wild man. Mr. Dithers invites the Bumsteads on a South American cruise. Somehow Dagwood winds up as the female drummer in the ship's band, while Penny Singleton gets to show off her Broadway background in some lively musical numbers.
