The Eel, deciding to go straight, accepts the offer, but when he later learns that Irene Hardin has been given a valuable necklace by her father, The Eel plans one last job to secure Irene's pearls.

While waiting in a hotel lobby for instructions from his government, Ludwig Schumann, an agent of the Black Legion, is enchanted by Marion Washburn, the daughter of a Texas senator. As he is about to speak to the girl, Schumann is stunned to see a young American enter who could be his double. The American is James Walbert, whom Schumann's contact mistakes for the agent. The contact passes to Walbert a photograph of a woman spy, Wanda Bartell, whom the agent is to meet aboard a steamer. Walbert realizes the mistake and determines to protect his country.

Attempting to console her father, Margery sets out on her pony to bring her mother home. But she is held up on the road by Captain Kidd Jr., who adopts her as his first mate, and the two children take up residence on a grass hut on a nearby island.

When Jack Dedlow, the head of a gang of outlaws, hears this news, he rides to Stuyvesant's cabin intending to secure the claim for himself. His servant Ming, in attempting to steal from her finger a ring that bears a mysterious green seal, is killed, and soon afterward a stranger named Strang arrives, also in search of the girl. Despite Brice's efforts to protect her, Lois is abducted and taken to the headquarters of Lao Wing, the leader of a secret Chinese society known as the Tong.

Rosarita, a young relative of the powerful Doña Perfecta in the small Spanish village of Orbajosa, has been betrothed since infancy to her cousin, Pepe Rey Don Jose, although the two have never met. When Pepe comes to visit Rosarita, she immediately falls in love with him, but his offhand remark about the lack of enterprise in the small town alienates Doña Perfecta, and the old woman becomes determined to prevent the marriage.
