The film mainly consists of various, often grotesque episodes. There is also a frame story from which the episodes are derived. However, the connection between the frame story and the episodes is very weak. Many episodes revolve around surveillance and security. In the frame story, insurance agent Erich and Richard are stuck together in an elevator that is unusually large for an apartment building (about 3x3 meters). While Erich wants to get out as quickly as possible, Richard isn't actually in any hurry, as he seems to live in the elevator.

State of Bacon tells the kinda real but mostly fake tale of an oddball group of characters leading up to the annual Blue Ribbon Bacon Festival. Bacon-enthusiasts, Governor Branstad, a bacon queen, Hacksaw Jim Duggan, members of PETA, and an envoy of Icelanders are not excluded from this bacon party and during the course of the film become intertwined with the organizers of the festival to show that bacon diplomacy is not dead.

The film was produced by Singaporean actor Choo Hoh Yim (better known as Zhu Houren) in 1983 when he had just returned to Singapore from Hong Kong, where he was a script supervisor. Choo was working as a social worker and had intended to test out his new filming equipment. With a colleague, they headed to the streets to capture some images that eventually evolved into the idea of making the documentary.
