Zatoichi is a blind massage therapist and swordsman who finds out that something troubling is taking place on the outskirts of town. After the assassination of Tokyo's Governor by Yakuza members, the CIA bureau chief for Tokyo puts out a call to an agent that had been raised in Japan and trained by ex-Yakuza. The stage of this work is Saitama, a suburb of Tokyo in the early Heisei period.
